More than the Calendar is Changing

Greetings, Narnians, from the lavish halls of Cair Paravel! Narnia has grown a lot of late, so let me take a brief moment to once again introduce myself. I am Fotar, a talking fox from the Western Woods. I've been around as long as our region has been and, after much hard work and dedication, was appointed the leader of Narnia a year ago when the first Lord Chancellor retired. After a year of hard work and disappointments, it looks like we are finally entering into a Golden Age. To kick this off though, The High Council has a lot of very important information to get across clearly. You should have already received a telegram from Cocodian detailing a lot of these changes...but I wanted to give everyone another place to reference them, as well as go into a bit more detail.

High Council and Imperial Army
We have shuffled around the leadership roles a little bit to make things run a bit better and efficiently. This idea was actually proposed to me by Cocodian and Spartzerina themselves, and I have to tell you how pleased that made me, knowing that my two most trusted advisers saw how something could work better and brought it to me. That, and (not meaning to brag here) the fact that I saw how good their idea was and approved it right away, is a true testament to the strength of our central government. Enough rambling though. Spartzerina and Cocodian are swapping roles: Cocodian will now serve as the Vice Chancellor, while Spartzerina head up the Imperial Army.

With our security scares in July and August, we largely suspended IA activity to protect ourselves. Our threat level is now minimal and it is high time the IA got going strong again. I have no doubts that Spartzerina will do just this and make us an even more valuable force for the Founderless Regions Alliance, which, for those that do not know, is dedicated to the protection of regions that are subject to invasion from raiders. Any citizen may apply to be a member of the IA. However...what makes a citizen?

Citizenship
This is probably the biggest changes we've made. We have created an entire, thorough, but simple, process for becoming a citizen, and have outlined exactly what rights and responsibilities a citizen has. This is spelled out in the Scrolls of Citizenship, which can be found both on the forums, and on this blog, under the 'important documents' section. Read these and know these, as they are vital. Among the most important points are the requirements for citizenship. To be a citizen, you MUST: Be a WA member, complete the application for citizenship and answer any additional questions and have 10 forum posts. If you have some sort of circumstance preventing you from doing any of these, let me know and I might be able to make an exception. But, and I cannot stress this enough, ALL NATIONS IN CON MUST GO THROUGH THIS PROCESS TO GAIN CITIZENSHIP. A list of citizens will be posted on the forums as well.

Recruitment
The recent population boom is largely responsible to 2 or 3 nations recruiting. We need everyone's help in recruiting though. It was once Narnian law and shall henceforth again be Narnian law that if you recruit a nation, they are required to endorse you. The more recruits you get, the more endorsements you have and the more the High Council will notice your hard work. Trust me, you want us to notice you! One of the most successful methods of recruitment is actually not even part of the game. Tell your real life friends and family members about the game, and this region, and bring them in. The game is even more fun with those you know in real life and can talk about things with over lunch or walking to class. If everyone brought in 2 friends, our population would sore to 150+ in the blink of an eye. That would put us in the TOP 30 LARGEST NATIONS, and, with their endorsements, guarantee you the ability to submit proposals to the World Assembly! And it doesn't require you to send a single telegram! If you have time and ambition though, please contact Mouth Helena, minister of Internal Affairs, Vice Chancellor Cocodian, or myself, and we will get you started right away.

New Forums, High Council changes

The High Council has had a busy two days since the last news posted here! Two major things going on right now:

1. New Forums- Our forums have been upgraded to zetaboards, instead of invisionfree. What does this mean? Well, for one, its a lot easier for the admin to keep things running smoothly...but it also makes life easier for everyone else too. Why don't you head over and check them out. If you are not registered, please do so with your nation name and post in the North Gate section of the forum. If you see any bugs in the forum, let us know by posting in the thread for that purpose in the Internal Affairs sections.

2. High Council Changes- Speaking of Internal Affairs, we now have a new Minister of Internal Affairs! Mount Helena will be taking the place of Saxtron, who is no longer on the High Council. Wuddup also will no longer be on the Council. Look for more new exciting things to come as Mount Helena continues his long history of service to Narnia with this new honor!

3. Flag- Our regional flag project is nearing completion. Please visit the Internal Affairs section of the forum to take a look at the design and voice your opinion. We want to make sure it is the region's flag...not just the High Council's.

A Few Updates

Two months in, and our new government system is working well. It isn't perfect by any means yet...as is evident by pretty much the whole month of November.

October saw a lot of progress to getting Narnia back on track and a population jump. Some of those nations have since ceased to exist, but we are steady right now at 36, which is a good 10 nations higher than our steady point at the start of October.

If you haven't noticed, our region now has a flag. This isn't the finished product yet though, and The High Council will be releasing a final version shortly for the region to approve or reject.

High Councilman Kekova suggested early in October that Fotar's title be changed from Lord Protectorate to Lord Chancellor. Since the first Lord Chancellor and founder of the region, the Narnian Council, has given Fotar free reign and likely will not return to a leadership role in the region, the change in title was deemed appropriate by the High Council. Fotar agreed, and shall thusfar be known as the Second Lord Chancellor of Narnia.

The High Council has also been working on some forum upgrades, including an eventual conversion to a zetaboards forum. This is an ongoing project as well.

The Lord Chancellor is asking you all to chip in and recruit. The High Council is very busy with real life events...so if you could help out by taking a few minutes to recruit, it would be very much appreciated. You can find recruiting information in the Internal Affairs section of the forums.

Foreign Affairs have been disappointingly quiet, but will hopefully pick up in December. Early in October, Narnia and the Commonwealth had been continuing talks regarding the relationship of the two. However, the Commonwealth was then struck by conflict and has since disintegrated.

Government Overhaul

Greetings Citizens of Narnia,

Our government has just under gone some drastic changes, which I would like to discuss with you now. In the past, we have had a two-tiered council system, with a lower council and a higher council. However, the lower council was not often used, and the higher council did most of the work. Since the higher council only had 3 members in it, 3 people, in essence, were trying to do everything and were overtaxed by it. This in turn made the entire region suffer with inactivity and half-completed plans.

That is all changed now though. The two councils have been combined into one council, which is now called the High Council. The High Council is made up of a variety of appointed positions, as well as, at this time, two elders...who do not have specific tasks, but are on the council due to their status as a respected, long-standing member of the region. Those with appointed positions each have specific tasks to complete each month. At the end of each month, the High Council will come together for summit meeting to discuss both the previous month, as well as the coming month ahead. This will keep us focused, as well as make it easy to create a report to send to our embassies around the world.

To make this system run properly, we needed to make some forum changes in the 'Paravel Council' section. Internal Affairs and Foreign Affairs are both still there. Additionally, a forum for the Imperial Army and WA Delegate have been added. The purpose of these 4 sections is for you, the CoN Citizens, to post in them.

In the Internal Affairs, you can get information on how to recruit, post your ideas to enhance our culture or just chat about our region. Future nations will apply for full citizenship there as well. Saxtron will be leading these forums as the Minister of the Interior.

Foreign Affairs might not mean too much to the everyday citizen, but if you would like to see CoN open an embassy with another region, have questions about another region, or have an idea whom we should or should not enter into an alliance with, post there. As the WA Delegate, I will be in charge of these.

The Imperial Army forums in this section are NOT for mission planning or anything secure of the likes. The IA has its own special secure place for that. Instead, these forums are for statements from Cocodian, the Marshall of the List on IA missions after they are completed. Additionally, you may post your ideas for the IA there, ask questions about how it, or NS war in general works, and even apply for IA membership.

The WA Delegate forums are something I am particularly excited about. Once upon a time, CoN was a well known and powerful force in the WA. In the past though, I have failed to even so much as take the time to vote on proposals. For each proposal that goes to vote, I will post a thread with the proposal as well as when voting ends. It is my hopes that we will get some conversation and debate about these proposals. I will take into consideration your concerns as I cast our region's vote, so make sure to voice your opinion.

I have many, many more ideas for our region, including one that would certainly leave our mark in Nationstates history for years to come. We need to get things running smoothly first though before we can take on these larger projects. The High Council is ready to do its part in leading...but we need you, the citizen, to stay active and take advantage of the many opportunities we offer. You must be a member of the forums to take part in this...so if you haven't signed up, go do so now! Once you are there (and validated), read around the different areas and post! If everyone, from you the citizen to me, the Lord Protectorate, does their job...this game will be a lot more fun for all of us.

Fall Comes to Narnia

Greetings, citizens of Narnia. The leaves of the Western Woods are beginning to turn all manners of gold and red and the nights are getting longer and colder. Summer is gone, and fall has arrived in Narnia. Our region has now been established for over 2 years...our exact founding date I am not sure of, but I believe it was sometime in the past week. Congratulations to us!

With the new season comes new goals and challenges. Our summer saw a lot of instability and threats. This caused the High Council to put a lot of plans on hold, killed recruitment and set us back a bit...however, we remained safe and in control of our region, despite even having a known raider move into our region for a time before being banjected.

In addition to working hard behind the scenes to keep our region safe, the High Council has welcomed a number of dignitaries from the Commonwealth to Cair Paravel to negotiate more formal relations between our region and the Commonwealth's coalition of regions. Just to be clear, the High Council has no intentions on joining the Commonwealth, and it was the Commonwealth that originally came to us with these talks. Talks originally progressed nicely, but have since come to a bit of a stand-still.

After some consideration among the High Council, it has been decided that I shall be returning to my seat as the WA Delegate. Spartzerina originally filled in for me during a very busy time for me in order to keep our region safe. I can now adequately return to my role as your Delegate though, so please switch your endorsement over to me as soon as possible (like right now!)

As always, RECRUIT! The more people we have, the more cool things we can do! And as a last note...our idea for districts didn't work, and has since ceased. That's all for now.

More on New Sorvun's Invasion

Greetings; this is the Vice Chancellor, Spartzerina.
I didn't want the bard to distract you from this important topic with his singing, so I've decided to come myself.

Here's a quick review of what happened: just before the August 4 update, The Commonwealth, The Kingdom of Middle Earth, and Unknown, successfully invaded one of our FRA allies, New Sorvun. They took the delegate seat, changed the WFE, and then turned off delegate access to the regional controls, and left. If the founder hadn't logged in, the WFE they put in would stay permanently, unless they refounded. The WFE contained a message to the FRA, that the raiders were "taking the war to your shores."

We in the High Council are displeased with their actions, especially with The Commonwealth and The Kingdom of Middle Earth. They both have embassies here, and we have embassies with them, but we cannot condone their invasion. Their actions have jeopardized our relations with them. If they continue raiding our FRA allies, we'd have to cut off our relations completely. I have to say, The Kingdom of Middle Earth calls their army the Rohirrim, but they act more like the forces of Modor, and are a disgrace to Rohan and all of the free peoples of Middle Earth.

High Risk Alert Issued: Threat Level 4

I never even got around to issuing a statement to say our threat level had decreased to 2, but after talking things over with The High Council, we have decided a level 4 is prudent for the situation.

At the August 4 update, a coalition of raiders, including The Commonwealth and Kingdom of Middle Earth, who have embassies here, attacked and took over the region of New Sorvun. New Sorvun is an FRA member, and therefor an ally and friend of Narnia. After taking over, the raiders posted a message in the World Factbook Entry, threatening the FRA and saying that this was just the beginning. Under normal circumstances, this may only put us at a level 3...but since New Sorvun had a founding nation, active within 4 days of the invasion, it appears this group of raiders does not mind taking the risk of wasting their time and resources. This is, in the end, what happened with the New Sorvun attack, as the founder returned, the raiders left, and, a day later, they have absolutely nothing to show for their antics.

Despite that, we went with a High Alert to ensure our security. Actions are in the process of being taken to secure our region and the High Council is working literally around the clock. If you recruit any new nations, contact me with their name right away.

Narnia on Alert: Risk Level 3

Greetings residents of Narnia. This is the Lord Protectorate, not the pesky Bard...so its quite alright to come and listen...I won't be singing at all...it would be worse than the Bard.

Enough with the joking though, I come today to address you on a serious issue. The High Council has a threat scale to address the risk our nation stands at from outside forces. It ranges from 1, no perceived risk, to a 5...which means a crisis is ongoing. I today raised our risk level to a 3, meaning a situation is not currently occurring, but could under certain circumstance.

There are two main factors that are leading to this. Firstly is my low endorsement count. With most of our WA nations involved in the Imperial Army, it remains at a very low 4. So if you are not in the WA, and not in the Army, please apply for WA status and endorse me as soon as possible. The second factor is the possibility of our founding nation Ceasing to Exist. As you are likely well aware of, after 28 days, the moderators delete your nation. The Lord Chancellor has not logged in in 26 days. I have already contacted him about this, and hopefully he is not too busy and will get the message in time. If his nation does cease to exist, however, it would make us a potential target to be raided. Rest assure the High Council is taking precautions against this and make necessary precautions.

What you can do to help is, as earlier stated, get in the WA and endorse me if you are not in the army. Imperial Army nations may move their IA nation in and endorse me if they wish, but they are to keep their WA status with their army nation. Otherwise...stay active, be vigilant, and if you see or hear anything suspicious, notify me right away. Thank you!

Instant Messaging List

Instant messaging is a quick and efficient way to get in contact with other members of CoN. Since the beginning, CoN has used Yahoo's Instant Messaging services to conduct regional summit meetings, and more. MSN is also compatible with Yahoo, so if you would rather use that, it is ok as well. AIM is NOT compatible, so please do not use that. All nations are encouraged, however, to sign up for one of these services and post their screen name here. Communication can only help our region grow in size, efficiency, effectiveness, and fellowship!

Please head over to the forums and post your screen name in the thread Fotar has created in the Internal Affairs section of the forum. Only full citizens can access this, and forum registration is required for citizenship. Once you register, your account will have to be approved before you will be able to access this thread. Approval usually takes anywhere from 15 minutes to 10 hours, depending on the availability of Fotar, who checks for new accounts often. You can access the forums from the World Factbook Entry on CoN's nationstates page, or I have a link posted just to the right of this!

Also, as a quick update...so far, the Districts have been working GREAT and all our new nations hopefully are feeling very welcomed and at home. The training sessions will be created soon, so look for those in the coming days...all nations, new and old, will be getting this training from your District Leader.

Lastly, Operation Lions Roar is coming back under the direction of Saxtron, who has also been appointed to the High Council! Congratulations, Saxtron!!!

The Establishment of Districts

Here ye, Here ye! The following is an official proclamation and will go into effect immediately!

From Hence Forth, Narnia shall be broken into at least 3 districts. Each district shall be led by a District Leader. The main responsibility of the district leader is to train new members using the training materials provided by the Lord Protectorate. District leaders will have a seat on the Lower Council. Each district will also have a number of representatives on the Commoners Council*. The number or representatives will be equal to 1 representative for every 7 nations. A whole set of 7 must be represented. For example, a district with 20 nations would only have 2 representatives.

Each district will be ruled by a district council, of which all district members are a part of. The role of this council will be to make decisions for the district, elect district representatives and leaders, and express concerns and ideas for the representatives to take to the Commoners Council. Districts are meant to be sub-communities within the greater Narnia. The type of community, culture of the community, and all aspects of community life are left up to the district councils to create. Any sort of legislation passed by district councils will not be recognized until voted on and accepted by the Commoner's Council.

Nations shall be placed in a the same district as the nation that recruited them. After accumulating 20 forum posts, a nation can 'move' to a new district. Nations that have 25 forum posts can run for district representative, and nations with at least 40 posts and district rep experience can run for district leader. Each district will have its own elections, which will be supervised by the High Council.

notes: *The Commoner's Council previously contained all citizens of CoN. This is henceforth void. The Commoner's Council now contains members of the Lower Council and District Representatives. Member responsibilities include: approving District Council legislation and acting as representatives of their District.

The following are the Districts as set up by the Lord Protectorate. Nations with over 25 forum posts may run for Representative. Each District currently is eligible for one representative, which is expected to be chosen within 5 to 7 days. Each District will have a section on the forum in which to conduct its business.

The New Bard's Corner

The beavers have been busy constructing this place, and wow! I don't know about you, but it makes me want to sing. The Lord Protectorate, however, made me promise that I get things done first...before any songs in return for having this built.

So, what exactly is this? Well, the Lord Protectorate thought this would make my job as the herald of news in Narnia easier. Instead of telegramming every nation as I have in the past, news will be posted here. This will also serve as a bulletin board for announcements of upcoming events, as well as a central location for important links and information on Narnia.

There are lots of things coming for Narnia, including a big recruitment drive to get our population and activity up. While things here in Narnia have been quiet, the Imperial Army and foreign affairs have been busy...so the region is not in as bad of shape as it may appear!
